Question : Cisco Router initiating L2TP tunnel to Microsoft RAS

Is there any way or already available solution for Cisco router to
initiate a L2TP tunnel to Mircosoft RAS server?
 
Normally, a Microsoft PPTP client have no problem initiating the
tunnel to the Cisco router. But is there any way for the opposite
direction?

The request for a tunnel has to come from the originating computer, whether on the network, or via RAS or some other dialin pr remote connect means.  It doesn't (cannot?) originate from the router, because the router is not requesting the protocol and tunnel -- the router only ROUTES requests from another node (system on the network), it does not originate these requests itself, nor should it.
