Question : Configuring Windows 2000 Domain Controller to new IP address
Our Windows server 2000 which is also a domain controller, mail server and file server is running DHCP. We will be migrating to a new location and also we will be using new assigned IP addresses from the ones we were using. I am a new network administrator and I have not configured the server at any time. There will be a network engineer who will come to configure the router and I am responsible to configure the server afterward so that it can serve the workstations. I know that the connection to the router to the modem and to the server is not all enough for everything to work, so I want to know how can configure the DHCP to automatically change the old IP addresses assigned by the DHCP server to the new IP addresses? Will previously configured DNS and WINS work automatically with the new addresses? I will be happy if I can have step by step details of achieving this or any useful links.

Yes it is easy and yes it is simple. You do not need to reset TCP/IP, I strongly recommend you ignore the KB article above.
You do not need to modify the registry unless you previously did so.
You do not need to uninstall DHCP.
