Question : Best Device To Split 3mb WAN to 2 Routers

I have a 3mb wireless WAN coming into my building through an RJ45 cable. I need to split it 2 (or 3) ways to go to 2 cisco routers. The split will be on the Outside of my firewall as both routers have to have a public ip's. My entire organization depends on this device to connect to conduct business (roughly 120 systems)
Currently I have a 10/100 SMC switch doing the job that I picked up at staples :P so its not too dependable. I have 2 cisco 2950 switches on my LAN that I could configure somehow if that is an option but I don't know if that would be safe. Also I'm not sure how safe/secure it is to have a switch outside my firewall.
What would be the best way to split my WAN connection to these two routers? I was thinking of a Net Optics "network tap" but ...

Perhaps my diagram was misleading. Any T1-capable router, Cisco or otherwise, can be set up to send one segment of the traffic to one IP domain, and the other segment to the second IP domain. Either can have different firewalling than the other. That is pretty much a basic of these routers. The part I am not really getting clearly is this --

In the config. I suggested, both WOULD have separate IPs, and you can deactivate all firewalling on the primary T-1 router if you really want to, but since it comes with the turf, at least one could get a first level of firewalling built in.
So you only "split your WAN connection 2 ways" to the extent that the traffic to one IP goes to it, and the traffic to the other goes to the other. You can't equalize it, if the traffic is disproportionate between the two public IPs.
There are lots of choices among Cisco (like 3600 and 7200) and other makers. The key is the t-1 capability.
