Question : windows zero configuration cannot detect any wireless networks

Hi, the Wireless Zero Configuration service on my xp seems to be running.  However, it cannot detect any wireless network.  When I run the statement "sc query wzcsvc", the resulting state is Running.  In Device Manager, the Intel Pro/Wireless 2915ABG onboard wireless adapter is functioning properly. I've tried updating the driver and received the feedback from the wizard that it could not find a more updated driver.  I've disabled and then enabled the adapter.  I've made sure that the User Windows to Configure My Wireless Settings is marked.  I've added the SSID profile to the Preferred Networks.  I've been able to configure another laptop to connect so it's not the wireless network. Also, on the other laptop, various networks are detected including the one I want to connect to so there are networks being broadcast but on this one laptop it appears that Wireless Zero Configuration simply cannot detect any network.  I've also tried to reinstall this service by reinstalling NETWZC.INF but to no avail.  The only thing I haven't tried is to reinstall the operation system.  This is because I was given the laptop with only a Restore Disc which would reformat my hard drive.  If the Wireless Zero Configuration service is running and the wireless adapter is running properly, do you have any idea what the problem may be?  I've ran Norton's VirusScan to ensure no viruses, I've run CCleanup to clean up the registry.  I don't know what else I can do.   Please help.

What model notebook is this?  Do you see a enable/disable wireless button on it?  My HP does this.  If the button is not active wireless wont work even if it is enabled in windows.
