Question : can't connect to other computers via their computer name

I am running Windows 2000 on both my home pc and laptop with tcpip as the only protocol.  For whatever reason, they cannot browse each other anymore.  They are both on the same workgroup and they can see each other's name when I look at "computers near me".  I *AM* able to connect to each other's shares via their tcpip addresses.

Because of some other issues I have been having with my PC(too many beta program installs), I decided that now was the time to wipe the c drive and do a clean install.  That didn't help.

This morning, I brought my laptop to work and low and behold, I am having a similar experience.  But even worse, I can't even view the other pcs that are in my workgroup(although I can still connect to their shares via their tcpip addresses).

I have tried to remove/reinstall the network drivers on my laptop(the computer I am posting this question with) to no avail.  My network settings are dhcp(as they always were).  When I explicitly entered the tcpip information, there was no change.

HELP!
