I check the logs on the SW and it says "Fragmented Packed Dropped" "Protocol 17" for my IP. On the client side, I keep getting "The peer is not responding to Phase 1 ISAKMP requests. Any ideas?

Try checking the MTU setting for the SonicWall and likewise on the Verizon Aircard (adapter on Windows).
This may help if you haven't done in Windows before: http://help.expedient.net/broadband/mtu.shtml#winxp.
Or simply turn on "Allow Fragmented Packets" in SonicWall and see if it works. If it does, then you can try to get the Verizon Aircard to send packets out at the desired size to match your SonicWall MTU which probably is already maximized for your network performance.
