What command can I use to verify that my wins server is working from a client PC. Something like ping to see if an address is reachable but to check if a wins server is reachable and working.

The nblookup tool works best for that; you can query a WINS server directly with it, and you can query for certain suffixes as well. It's basically the WINS equivalent to nslookup for DNS.
