Question : Can not connect to remote exchange server

I have two windows 2003 servers configured as terminal server. I assumed I had configured them exactly the same. My problem is I can not successfully create an outlook profile to connect to a remote exchange server. I can on the other.
I for the Client Connection settings I have selected "Connect to my exchange mailbox using HTTP"
for the Exchange proxy Settings I have entered the server name in both Use this URL to connect to my proxy server for exchange. I have selected "Connect using SSL only" Selected "Mutually authenticate the session when connecting with SSL" and entered the Principal name for proxy server" msstd:servername.domain.
Proxy Authentication settings are NTLM Authentication.
These settings are exactly same on both computers but I can not make a connection to the remote to exchange from one of the terminal server.
The security settings on the terminal server is "Relaxed"
The information may be a bit light, but what I was hopping for was some ideas on what might possibly be preventing the connection before I go through the security settings and gpo line by line to compare.

You shouldn't see anything on TCP/IP. That would then indicate that it isn't making a connection. Does the RPC test work - browse to the RPC web site https://mail.domain.com/rpc - enter the credentials when prompted and then get the error message "403.2 - Forbidden: Read access denied"?
Out of interest - is there a block on ports between the Exchange server and the TS? It seems unusual to run rpc/https on a TS machine - I have only tended to use it with laptops and remote workers.
