Log into one of the computers as Administrator. Locate the file and right-click it and go to Properties. Click the security Tab, then click advanced. There you should see the original owner of the file. Highlet that user and click edit. From there change the user either to the new user who needs permission, or change it to the everyone group and allow full control in the check boxes. Once done just keep clicking okay until you close all boxes. Now that file should be editable again.
