Question : Slowdown on Win XP cable (Roadrunner) connection

I am experiencing a dramatic slowdown on an Win XP Pro system (from 3MBps download to 300Kbps). The network is fine because my laptop (Windows 2000) is running fine at full speed. I can say that I have isolated the problem to my Windows XP installation, that in the last week has been affected by something I must have installed (and since de-installed). I can't give a full list, but the network-related software includes PC-Boost, IPArmor, and ...?

My home network consists of a Linksys Cable/ DSL router with four wired ethernet ports. I have an internal network 192.168.2.xxx and the Linksys unit is the gateway. I tinkered with my XP and used Safe Mode with networking as well.

ALL of my tracerout (tracert) reports in DOS reports the following first line(this does not occur with my laptop which is similarly configured):

1  *     *     *     Request timed out.
2  7 ms 10 ms 13 ms  (name of Cisco UBR Roadrunner router)

etc.

I have loosened all the Windows XP internet security to their absolute minimum. Also, there is no firewall-like software on board. Tracert from the laptop does not have the "Request timed out" pause.

I would appreciate any hints as to why the "Request timed out" message occurs in my Win XP installation, and how to find a cure.
