He is asking how many kilobytes per second 10 Megabits per second is.  This is a file size to bandwidth question.  Therefore you DO use the 1024 caluclations to reduce the file size to bits and then use 1000's to convert to bandwidth.

This statement is correct - you do not use it that way - because 1MB is file size and 1024kb is bandwidth because of the notation of the B vs. b.

Correct 1Mbps = 1,000,000 bps.  However, converting 1 million bits to BYTES you have to use 8 bits/byte and 1027 Bytes per KiloByte.

So, more accurately, 1Mbps=122.070313 KBps (Kilobytes per second) (Max theoretical througput) and 10Mbps = 1220.703125 KBps (Kilobytes per second).
