Question : Slow startup of programs first time

I have an employee who claims that on his computer at home, when he first starts a program, it takes a very long time to start.  Once it has been started once, any/all programs start up fast.  I suggested he try not to go into hibernate , which he did - but he sees the same thing.
First time starting any program takes a very long time and startups after that are quick.

have him kill some of the programs that are loading up  on startup with msconfig command.
