Question : Cisco ASA 5505  site to site   setup

I am tring to set up Site to site vpn but the tunnel will not come up.
Site A

The ACLs are wrong.  They need to be like this:

Site A:
access-list outside_1_cryptomap extended permit ip 192.168.1.0 255.255.255.0 192.168.3.0 255.255.255.0
access-list inside_nat0_outbound extended permit ip 192.168.1.0 255.255.255.0 192.168.3.0 255.255.255.0

On another note though you might want to consider locking down the firewall a little more so it doesn't have every type of TCP, UDP, etc open.
Site B:
