Question : Dual ISP, Dual Network Cards - how prioritize?
At work I have 2 separate internet connections. One is the company network. The other is a completely separate DSL line that is used for customer access. The company network has a quarter of the bandwidth this DSL line has...so I plug in the DSL line for downloading windows updates, app trials etc. The only problem is I have to unplug the company network every time I want to download something so that the DSL line will take over. I lose network/email access as a result, so I plug the office line back in. All day long I am unplugging and plugging back in. Is there a way to force one network card to have priority of the other so that the DSL line is primary resource for internet explorer?

Right click and obtain the properties of "my network places"
Click "Advanced" from the top menu bar.
Pick "Advanced settings"
You'll see both adapters listed under the 'connections' heading. You can change which one is on top, using the arrows up&down.
The top one has priority!
