Question : Send Internal Exchange Mail Through Relay
I would like to forward all internal Exchange e-mail traffic through my spam gateway. I'd like to do that in order to apply the same rules that all other incoming and outgoing e-mails get to internal e-mails. I'm not quite sure what the best way is to accomplish this.

Not going to happen.
You cannot force internal traffic to go through an external host. Internal traffic doesn't go through SMTP, so the email will never leave the server.
