Question : Permission problem on profiles directory

I'm commissioning my first 2K server and I've got a problem with permissions for the Profile$ directory (also for the seperate TSProfile$ directory) in that when I create a new user in AD and then log in as them, the administrator doesn't have permission to access the folders created for the user in those 2 directories.  I thought that whne creating new users in AD the Domain Admin group would have access to the profiles by default, but it seems not.

What have I done wrong/need to do?

There is a Group Policy setting normally used to add Administrator Access to roaming profiles. I assume this is roughly the same situation so it would be worth giving it a try:

Computer Configuration, Administrative Templates, System, User Profiles:

Add the Administrators security group to roaming user profiles
