Question : sharing a printer: 98 > XP > http internet

I am triing to set up the following:
Epson Printer -> Win98 PC -> Windows XP (internet gateway) -> http://127.0.0.1/Printers/Epson/.printer
The printer works fine when printing from the Win98 Machine. The Win98 machine is on a WORKING network and has file and printer sharing enabled. The XP machine has this installed as a network printer and I can print to the printer from there. The printer is then set up to be shared from the XP machine. I have then set up a Web server (IIS 5.0) on the XP machine and the printer appears in the list on http://127.0.0.1/Printers but has "access denied" by its name. When I click "access denied" I get a password prompt but whatever I put in there it still reports Access denied. I have a printer directly plugged into the XP machine that is also shared and this has no problems.
My first thought was to check the security settings on the XP machine but they are set to allow everybody to have full control (not good for security but I can fix that when it works).
Does anyone know why this is happening or otherwise does anyone know another SIMPLE way of sharing printers over the internet (none or very little software must be installed on the client)

Clients using Internet Explorer 4.01 and later, who have IPP support, can print to the Internet printers. how to configure http://support.microsoft.com/default.aspx?scid=kb;EN-US;313058 you said when you try to access the shared printer on win98 through xp IIS print sharing, you get access denied, start looking at permissions on xp iis and then check the permissions on win98.
