Question : POP3 in Domino 7

I have a Lotus Domino 7 server that is used only as an email server running on Windows Server 2003.  Users have MS Outlook (some XP some 2003) as email client.  This is my first exposure to Domino 7.  The problem I have is that I created a new user on the server following the instructions on the help file.  However, when I test the new account I can not get MS Outlook to logon to the Domino POP service.
