Question : Send SMS using ShortCode(SMPP Protocol) in DotNet

Hi,

 Mobile operator company has provided me a short code number that work on SMPP. I want to send and receive SMS on ShortCode without using any SMPP third party controls.

May I ask which Mobile Provider allowed you do this? I've been on the search for quite some time now.
Who did you contact and what department takes care of these types of things?
