Question : Limiting bandwith

I need a "stealth" solution(  no icons in taskbar ) that limits bandwith on a network computer. The network computers are connected through a hub.

I think your best bet is to put this person on a Cisco enterprise switch and limit bandwidth that way...hubs are pretty stupid devices.
Installing software doesn't sound like an option.

I guess my question and everyone elses question is....why?
