Question : Are Persona Grata entries also know as WINS replication partners?

I am being tasked to add Persona Grata entries to one of my servers.  I am trying to educate myself on the term "Persona Grata".

According to Microsoft, the terms Persona Non Grata and Persona Grata refer to the Windows Server 2003 family features Block records for these owners and Accept records only for these owners, respectively.

Does this mean that "Persona Grata" is also know as WINS replication partners?

If so, adding WINS replication partners is easy, I've just never heard of the term "Persona Grata" before.
