Question : Cisco 4006 High CPU Usage

Recently I had noticed that several functions on the network paused for a second or two and then started up again.  After looking into it I found that our 4006 (which we are using as a core) has the CPU running at 99%.  We are running 12.1(11br)EW code.  We have 4 vlans with ACL's on three of them.

After doing some research I found that if I do a sh proc cpu the main user is

Cat 4k Mgmt LoPro with a 5 sec of 79.15% and 5 min of 77.78%

If I do a show platform health it shows that

KxAclPathMan create/ is using 31% on 5 sec and 5 min is 34%
and
K2FibAdjMan Host Mov is using 26% on 5 min.

I figured this was an ACL issue so just for kicks I took down all of my ACL's for a few minutes and the CPU usage did not change at all.

This switch is probably 3/5 of the way loaded.  Not doing too much except for routing vlans.

I realize this is an old switch but I should be able to squeeze a little more life out of it.

Cat 4k Mgmt LoPri (not LoPro) is background management processes. Turn off all the management processes . . .
