Question : Port scan

I'd like to perform a port scan like http://scan.sygatetech.com/tcpscan.html
Can this be done with any tool I have available on Windows XP/2000?

And I need to perform this on a web application, so what ever program is used for it needs to be called as an object or at least work with a web application.
