Question : How to Block programs from running on clients in a Windows 2000 Network?

We are having problems with clients running file sharing programs on the network.
Not only does it slow down the whole network, it also brings in new viruses and frustration.
We are currently leasing the router and don't have access to it.
I could tasklist/taskkill but I want to prevent it from running in the first place.
Is there an easy way to block certain programs from running in the Win2000 active directory network?
I'd prefer not to run any extra applications.
Clients are mostly windows 2000 machines.
I know I could block some software through the group policy but I think I need to specifying %installpath%.exe. How do you block something in the system32 folder?

If you know the specific programs that are being run, apply a hash rule to block those programs.   Then they can't be run from ANYWHERE.
