Question : Microsoft DHCP Server on Private Network

I have a windows DHCP server running on a windows 2003 std edition server.  I want this DHCP server to hand out ip addresses for my private VLAN.  There is no AD, this is a VLAN we use for imaging and testing.  So it can't get outside of the network.  I have installed DHCP, setup the scope with all the options i need and it stills doesn't hand out address.

I can't authorize this server since it can't even see ad.  

It was working fine until some plugged the server into our normal network to patch it, yeah they didn't ask me if they could.  well when he did that the authorized DHCP server told it to stop working.

Now that it is back on our private network it still thinks its being told to not hand out addresses.  I have uninstalled the DHCP server and reconfigured but still not working.  Any suggestions?

Have you checked under control panel / services to see if DHCP server is enabled?  If not, try enabling it and restarting the service.

I would also check the network settings / tcp/ip option to see if any of the settings there had been changed when it was placed on the "normal" network.  They may have assigned static ip addresses to the network card so it would work on the normal network, which are different from your "test" network and that may be causing the issue.  Make sure you check the advanced options as well when looking at the tcp/ip settings.

Lastly, and this may not apply, if you have more than one network card in that server, make sure you are using the correct one.  The scope may be assigned to the othe network card and that might cause the issue.
