Have you checked under control panel / services to see if DHCP server is enabled? If not, try enabling it and restarting the service.
I would also check the network settings / tcp/ip option to see if any of the settings there had been changed when it was placed on the "normal" network. They may have assigned static ip addresses to the network card so it would work on the normal network, which are different from your "test" network and that may be causing the issue. Make sure you check the advanced options as well when looking at the tcp/ip settings.
Lastly, and this may not apply, if you have more than one network card in that server, make sure you are using the correct one. The scope may be assigned to the othe network card and that might cause the issue.
