Question : LAN latency and bandwidth measurement software

Is there any software that can measure a 100 MBbps LAN latency end to end, also measure estimated bandwidth if possible ? I prefer under windows. I am once use Ping Plotter, it quit effective for measuring WAN connection, but if I use to measure LAN it always fall in 1 ms, I need more detail time to esimately measure my network packet delivery latency.

There are plenty of software probes that can do this, but they will all be limited to the <1ms measurement that your pings are:

SmokePing running on Linux is probably about the best you can get for free:

..but seeming operating systems will add to latency then they will never be 100% accurate, and you need something that can measure at layer 2 to work out how fast frames can go, rather than layer 3 or above, as you have packet generation overheads at this point.
I would be more than happy with <1ms latency ! :)
