Question : vsftp max connections at a same time

Dear experts:

I am having rhel5 many users connect approx 15 users at any point in time problem is atleast 04 to 05 users keep telling they are not able to connect , some times even connected it will get disconnected , please help me is there anything to set for concurrent users , max connections.
