Question : VPN cannot access Domain through Network Neighborhood

This past weekend I decommissioned an old server and replaced it with a new server with the same computer name as the old one. Both machines run Windows NT 4.0. Users could VPN to our system and browse Network Neighborhood without a problem when the old server was around; however, with the new server when the user double clicks on the domain icon he gets the error "Tfpi is not accessible. You might not have permission to use this network resource. Contact the administrator of the server to find out if you have access permissions. The list of servers for this workgroup is not currently available." Any ideas?

Is the WINS/DNS configred on the clients manually or does the firewall provide them?
Either way, are the remote clients getting correct WINS/DNS information to browse the network?
Nothing changed on the firewall right?
