WebFacing Tools is a component of WebSphere Development Studio Client (WDSC). Install the WDSC client, and then visit BM's WebFacing page for WDSC product walk-through's and Webfacing demonstrations.

As far as" Is it hard?", I'd have to say that if you have never done any web development before, moving legacy applications to the web isn't a trivial task. You might consider bringing in an experienced developer to get you pointed in the right way. It will probably save you in the log run.
