Question : ISA 2000 on a Windows 2003 server

I am a tech for a library system and we got big problems.

After 11am our internet starts going down the tubes. What happens is we get the "Page can not be displayed, 10060 - Connection timeout ISA". We have checked our bandwidth and it is no wheres near its limit (which is 4mb/sec). By 2pm its unbareable to try to get much of anywheres on the internet without reaching the error white page. Also if we go outside of our proxy (an outside lan line) the pages come right up everytime.

Today we upped the ram to 3 gig and this did not solve\help the problem. This server is up to date with all the latest fixes.

Please help
