Question : VPN Behind Netgear RP114 Router - Clients Get Error 800

I am trying to set up a WinXP VPN server behind Netgear RP114 router. I forwarded ports 47, 50, 500, and 1723. I can ping the external IP address of the router from a remote client. The client uses WinXP Network Connections to connect directly to the external IP address of the router, but there is always error 800 - VPN server is unreachable. The client is set up properly, because it can connect to a different VPN server at another location, behind a different router.
When I called Netgear tech support, they said to erase the router settings and restore factory defaults and then try to reconfigure it again, which I did. Still no luck.
I would appreciate any suggestions.
