Question : Web base/App to create Active Directory User accounts for HR Department

Hello Guys,
I have a small problem the HR Department wants to added user accounts to the Active directory to cut out the delay in the IT department creating the users. What i'm looking for is a web base or  Software application that will allow them to added users but only to a specific OU and the account to be locked. Once the account is in the OU the IT department then has to just unlock it and grant access to security groups. I'm hoping that anyone can help me.

Answer : Web base/App to create Active Directory User accounts for HR Department

1. Open mmc - File - Add/Remove Snap-in - Add - select ADUC  - Add - Close - OK.
2. Select desired OU - right click on OU - New Window from here.
3. After that limit user access to only that window: File - Options - Console mode: User mode - limited access, single window.
4. Save console: File - Save As
5. Test console
6. Give console (msc file) to user
Users must have installed adminpak to could open this console
