Question : How to Measure Qos?

How do you measure QoS in a network and use a metric to quantify it? Basically how can u say network A has better QoS than network B?

Do you measure throughput? What else?

I think you are misunderstanding what QOS actually means. It is not the "quality" of the network, but merely a set of rules to guarantee bandwidth to certain protocols or hosts over others. For example you could setup Quality Of Service to make VOIP a higher priority than any other traffic. This would ensure that VOIP packets are passed before other less critical applications.
