Question : Watchguard Web Blocker Utility With Server 2003

Hello all!
My issue of the day is as follows...
I have just started with a new company, and i am already running into a bunch of errors...
They have installed and working a WatchGuard FireBox X, working so far is the spam filters, when I attempt to Enable the web blocker it says "Started Successfuly" but when I go to status, it says "Installed but Stoped" when i try and start, it says "Started Successfully" When I goto, status its not started. So i went into the event viewer, and its showing up as Starting, then giving this error; error binding TCP/IP socket to port 5003: (0x0000271d)
So, i went and I added the "Webblocker Policy" on my watchguard firebox policy editor, gave all correct permissions to port 5003, and restarted.
Still same error...
any advice? I have checked to make sure there was no firewall installed on the computer, and it looks like no.

Setup the WB Service to use verbose logging. This may give a little more insight.
[HKEY_LOCAL_MACHINE\SOFTWARE\WatchGuard\Services\webblocker]
"verbose"=dword:00000001
This may fill your event log up substantially, so use only until the problem is resolved.
Also what version of WSM are you running? Have you tried WSM 7.2 or higher? Maybe upgrading will fix the issue.
