Question : Recommended tools to diagnose a network ?

Hi,

Will you guys share with me some network diagnostic tools you use to check on network performance, throughput, health, etc?

I am working on a distributed application and find that network latency between machines can make my software act erratically.

Tools to diagnose a network's health and performance and even the machines that are turned on and connected to the network would is exactly what I am looking for. PSTools -like.
