I have a Windows 2000 Advanced Server running a DHCP Server. Is there any way I can deny computers with a specific MAC number the right to an IP address?

You don't want VPN to take addresses, right? Go to Routing and RAS. In the properties of the server, you have a tab called "IP". Select to use a static address pool, and add a range of addresses (3 min).

To disable VPN ports, right-click on Ports, select "Properties", double-click WAN-Miniport (PPTP), set it to 0 ports; do the same for L2TP.

In DHCP, you can now delete the leases 10-19. Note that you can assign a specific MAC a static lease by using the reservation feature of the DHCP server (so if you want, say, your dad's computer to be 67.67.67.67, just create a new reservation and add his MAC address and the wanted IP address).
