Question : Create applications without coding??

Hi, I wanted to know if there were some programs on the market that allowed me to build Java applications or VB applications without having to code. I am specifically interested in creating a program that will allow me to make an ODBC connection to a database and allow users in my Java program to select what type of data they want to get from the database and have it served up in a notepad document. Any help is appreciated!
