Question : Proxy vs MPLS

Hello,

Our parent company is implementing MPLS at all sites, and installing surfcontrol on the main router, which i guess was recently acquisitioned by websense. My question is, will this block everyone from going to not work-related sites or - provided they don't block access to a proxy server - will a proxy allow a user to bypass that security?

If properly designed, security policy will be controlled at your HQ. So, generally you cannot bypass it, otherwise it would not make any sence.
