It turns out that the SSL Server Hello Certificate packet (this is what MS Network Monitor calls it) was not being accepted by the swich it was plugged into. Not quite sure why this was the case, as it had been working previously. Regardless, we updated the NIC drivers and firmware, and it started working again. Still not sure what caused the problem, we're guessing some property got changed somewhere and updating the driver cleared it out.
