Question : How to detect remote open ports on a firewall protected network?

We are running Windows 2003 Server on our network. However, we are protected by a firewall and we would like to know how to find ports that are available, and unprotected. The current situation is as stands. We have assigned the server role as a Windows Media Streaming server, and are able to internally broadcast video to clients in the network via the Intranet. All of the computers are networked together under one IP, provided by the ISP, protected by a firewall that disables incoming and outgoing connections to the majority of the ports. We are in the process of testing streaming over the internet, for our students (we are a school) so that they are able to access video-taped classes from our server. We need a program that can scan for ports at the remote firewall level. Does Windows Server 2003 have a program internally that has the capibility to the above? If not, is there anything available that we can download (that is free), or if not, commercial.
