I want to setup a group folder that everyone can access on their Outlook 2003 at work. However, we do not have an exchange server. So how do I create a group contact list that everyone can use to email the entire floor?

There are synchonization programs that will copy contacts between multiple computers but I've found this to be evil or they work for about 6 months and then break and are generally not worth the hassle.
The only way to do it would be to create a mailing list on one persons computer with all the emails in it. Then export those comtacts in a tiny PST file and import that PST to all other computers. Of course any time you make a change you will need to redo this.
Small Business Server is relatively inexpensive and comes with Exchange so you might want to consider it for the future.
