Question : Able to browse internet in safe mode but not normal mode, can ping in normal though

I have been having the issue since last night on my Dell Dimension 8400 of this:

I can ping websites using the names ie www.google.com but can not bring websites up via name or ip in browsers, either firefox or ie7. If I log into the computer in safe mode with networking I can then surf the web without any troubles. I have tried winsockxp fix and several other fixes but nothing seems to work. I had a lengthy phone call with my isp support and they determined that the issue was computer related as I am getting a valid ip address, my dns ips are correct and am able to ping out. Also, when I open outlook and use send and receive I only fail on the receive. So, with all that being said, I would really love it if someone could help me out here. Thanks.

- Did you check the settings on the browser to make sure it's not set to use a proxy server?
- Disable any firewall that is currently running (Windows, Norton, McAfee, etc)
