Question : how to split the internet connection off of my network.

I have a network with 17 users.  one user ties up the internet with her work, which consists of uploading large files.  It appears to me that this is slowing down the network for the other users.  
Since all users access the net through the switch and soho3 router, i thought it might be helpful to split the network somehow to allow that user to do her work without bogging down the rest of the office network.
Is this possible or advisable?  OR, should one heavy internet user not really make that much difference here?
It could be possible that I have another machine that is having a network problem and slowing down the system.
How could i check for a problem computer to rule this out?
