Question : Cant Open \\computername\C$ from another computer or by using ip address

My login name is in the Domain Admin and Administrators group on the domain. I just put a new client computer on the network, registered it on the domain. I can Ping it, it can ping me, and it can ping itself. However, I cannot connect to the computers Local drive.

I try Start >> Run >> \\computername\c$ or \\ipaddress\c$, and I get an error saying that i may not have access to the resources.

Can this be something aligned with my server, browser issue, or the client?

I would try removing from the domain and re-adding it.  Question...  Did you change the name and add it to the domain at the same time?  

Try these steps...
1.  on local computer remove from domain and put it in a workgroup called anything other than your doamin net bios name then reboot the machine (before doing this, make sure you know the local admin pwd).
2.  delete the computer account from AD or your PDC.
3.  rejoin the domain and reboot.
4.  Verify the local administrator
