Question : NetStorage Download and Lock isn't locking

I have just set up NetStorage for the first time and it seems to be working fine except that choosing File > Download and Lock... does not actually lock the file. I "download & lock" a file remotely, then locally open, edit and save that file. No warning message or anything to indicate that someone else might be editing that file. NetStorage 2.0 is running on a NW 6.5.6 server. Any ideas as to what is not set up correctly?
I found the following at http://www.novell.com/documentation/oes/nw65sp6_fixes.html in a document entitled NetWare 6.5 Support Pack 6 List of Fixes.

Does this mean that Novell disabled the feature because it wasn't compliant or that they fixed it to make it compliant?

I don't know if this is still a true statement but, at the bottom of this TID: http://support.novell.com/docs/Tids/Solutions/10092907.html it says "When NetStorage locks a file it is only locked for NetStorage. Using other protocols like CIFS and NCP will not see the lock."
I don't know more than that. I thought it worked to lock out other access...
