Question : Getting a static IP

Hi, ... my problem is as follows;
I have a 2 Mb ADSL connection, when connected you get a 10.0.0.x ip , you can surf the web allright with this.
I want to setup a webserver at home and let people access it from the outside, .. but the thing is I am noth getting a static ip to be able to do this, .. my question is: is there any way I can use a software to be able to do this ?

As far as I know this is not possible, the only way is to talk to/ask your ISP whom provided you with the service.
