Question : Cisco vpn disables dhcp clien
I obtained the Cisco VPN client 4.0.4 (B) and have installed it on two Windows 2000 Pro (SP4) machines (the second to test the problem found on the first). On both, as soon as the client is installed, the computer is no longer able to obtain an address from the DHCP server on the local network. It gets an autoconfigured 169.x.x.x address. If I set the LAN IP statically I can connect to other computers and the default gateway fine. It just can't communicate with the DHCP server (as evidenced by the "DHCP server unreachable" message when running ipconfig /renew).
I have to install this vpn client on my bosses computer and not cause problems!!

You could also roll back to a 3.6 client. In my experience they're pretty reliable. Sounds a little like you are Beta testing Cisco's newest client. That's no fun.
