Question : Read-Only Properties instead of custom properties for a network folder

We have a network folder on a Microsoft FileServer(\\fileserver\SomeFolder\SpecialFolder) that has a custom NT security group. This custom security group has everything except full access. There are two users who are tring to open the files located under this SpecialFolder and it opens the files as Read-Only. Under their NT Accounts, they have the custom security group mentioned above. I also checked the properties of each of the files and Read-Only is not checked. Their are no open files listed in this folder (Using Computer Management, then Open Files).
Even though it was a far fetch thought, I emptied the TEMP and TEMPORARY INTERNET FILES folders and this did not help. The OS that these users are using is Windows 98 Second Edition and the Office version is Office 2000. Any advice or suggests would be greatly appreciated.
