We have a Windows NT PC with no emergency recovery disk

When we boot the PC, we get error
"Windows could not start because the following file is missing or corrupt
\system32\ntoskrnl.exe

Will we have to reinstall windows because we don't have the ERD?

Answer : NTOSKRNL.EXE Missing or corrupt
