Question : DHCP Scopes - Question regarding if IP ranges communicate with each other

I am setting up a DHCP server according to this manual and I am not sure if the manual is flawed or not. Here are the different scopes my manual says to configure DHCP with

DC01/DHCP/WIN/DNS Server: 209.219.170.20 / subnet:255.255.255.x
Misc servers: 209.219.170.x / subnet:255.255.255.x
Workstations: 209.219.2.x / subnet:255.255.254.x  - Workstations: 209.219.3.x / subnet:255.255.254.x

When I log in to my workstation I can't get an IP address from DHCP, even if I try to give it a manual one to be on the workstation or server scope I wont be able to ping anything on the network.

Are these ranges of IP address compatible on the same network?

Why are 209.219.x.x IPs being used for your internal network? They are not part of the RFC 1918 standard for private IP ranges.

Disregarding that, if the IPs were set to the above, all the workstations will be able to communicate with each other, but they will not be able to communicate with the servers unless routes are created.
